As competition with the private sector for experienced cybersecurity professionals continues, the Defense Department is investing in a different part of the hiring pipeline. Its new Cyber Apprenticeship Program is designed to develop entry-level talent instead of relying solely on experienced professionals.
Applications are now open through July 17 for the 12-month paid initiative, which combines technical training with workplace experience to prepare participants for federal cybersecurity careers.
The program attracted more than 70,000 inquiries after it was announced earlier this year, showing strong interest in cybersecurity careers that do not require previous professional experience. Developed by the DoD Office of the Chief Information Officer, the pilot is intended to help build the department’s next generation of civilian cybersecurity professionals.
Why It Matters: Recruiting experienced cybersecurity professionals remains difficult across both government and the private sector. The Defense Department’s apprenticeship program shows how organizations are expanding cyber talent pipelines by investing in skills-based development alongside traditional hiring.
- Eligibility Requirements Expand Access: Unlike many federal cybersecurity positions, the apprenticeship removes degree and experience requirements for most applicants. U.S. citizens who are at least 18 years old and able to obtain a security clearance are eligible to apply, while the Defense Manpower Data Center continues to follow existing federal education standards.
- Skills-Based Hiring Shapes the Selection Process: Agencies will evaluate applicants on qualities such as problem-solving ability, communication skills, work ethic, adaptability, and a willingness to learn. The hiring model is intended to identify candidates who can develop into operational cybersecurity roles through structured training.
- Technical Training Leads Into Operational Roles: The yearlong apprenticeship prepares participants for entry-level cybersecurity positions aligned with the DoD 8140 workforce framework while supporting industry-recognized certifications. Apprentices gain technical experience before transitioning into operational cyber roles across the department.
- Permanent Positions May Follow Completion: Graduates of the apprenticeship may non-competitively convert into permanent Defense Department cybersecurity positions. The department said those employees can continue advancing through established career paths while retaining their security clearances and receiving federal employment benefits.
- The Program Will Serve as a Workforce Pilot: The first apprentices are expected to begin training this fall, giving the Defense Department an opportunity to evaluate whether a skills-based apprenticeship can strengthen its civilian cyber workforce. The results could influence how the department approaches future cyber hiring and workforce development.
