FEMA Names New CIO to Lead IT Modernization

Steven McAndrews has been named Chief Information Officer of the Federal Emergency Management Agency (FEMA), bringing federal technology experience to the Department of Homeland Security component.

McAndrews joins FEMA from the National Nuclear Security Administration (NNSA), where he most recently served as deputy CIO. His federal career also includes roles at the U.S. Census Bureau and the Office of Management and Budget. From 2018 to 2020, he worked at DHS as an IT security specialist.

At FEMA, McAndrews succeeds Zeke Maldonado, who has served as acting CIO since February. Maldonado will return to the deputy CIO role and assist with the transition.

McAndrews takes on the role while FEMA prepares for an IT overhaul under Administrator Cameron Hamilton. During his June confirmation hearing, Hamilton described the agency’s technology as antiquated and said he planned a “significant IT overhaul of the entire agency.” McAndrews will now have a key role in that modernization effort.
