James Wilkinson has been appointed Chief Information Security Officer (CISO) for the City of Dallas, where he will lead the City’s enterprise information security program and help strengthen cyber resilience across critical systems, public services, and City departments.
As CISO, he will oversee the City’s cybersecurity strategy as Dallas continues to modernize its technology environment and protect the digital services relied on by residents.
Wilkinson brings more than 25 years of experience leading cybersecurity and technology initiatives across the military, financial services, aerospace, defense, and the public sector.
Before joining the City, Wilkinson spent 26 years in military service, serving in senior cyber leadership roles with the U.S. Army and U.S. Marine Corps. During that time, he led Cyber Mission Forces and played a key role in advancing cyber operations and technology modernization in support of national security missions.
“Wilkinson’s experience leading cybersecurity programs in complex environments will help the City continue strengthening its security capabilities while supporting modernization and protecting critical public services,” said Dallas City Manager Kimberly Bizor Tolbert.
