Ayushi Roy has been appointed State Chief Technology Officer at the California Department of Technology, bringing extensive experience in public-sector technology modernization and government innovation to the role.

Roy most recently served as Chief Program Officer for the New Practice Lab at New America from 2022 to 2026 and has been a Lecturer at Harvard Kennedy School since 2022.
Previously, she served as Senior Advisor for the U.S. Technology Modernization Fund at the General Services Administration and White House Office of Management and Budget. She also spent two years as Director of State and Local Technology at 18F.
Further strengthening California’s technology leadership, Mike Marshall has been appointed State Chief Information Security Officer at the California Department of Technology, putting him in a key role overseeing information security for the state.

Marshall has served as Acting Information Officer at the California Environmental Protection Agency since 2022, following five years as the agency’s Information Security Officer.
Earlier in his career, he spent nearly a decade at the California Public Employees’ Retirement System, holding roles including Security Engineer, Systems Integrator, and MyCalPERS Security Architect.
