Department of Homeland Security Appoints One of Its Own to Deputy CIO Role

Strengthening cybersecurity and digital transformation efforts.

Rear Admiral Christopher A. Bartz, a distinguished leader in the U.S. Coast Guard’s Command, Control, Communications, Computers, and Information Technology (C4 & IT) division, is set to assume the role of Deputy Chief Information Officer at the Department of Homeland Security (DHS). His appointment comes as he succeeds Beth Cappello, who is retiring on March 9, 2024, after 33 years of dedicated government service. Rear Admiral Bartz, who currently holds the position of Chief Information Officer for the Coast Guard, is slated to officially begin his new role on February 5, 2024.

During his career, Rear Admiral Bartz has played key roles in cybersecurity and information technology leadership. He has led joint training efforts, managed cybersecurity policies, and oversaw software development initiatives as the Commanding Officer of the Coast Guard’s Operations Systems Center. His expertise in these areas is expected to be instrumental in enhancing the cybersecurity posture of DHS and advancing its digital transformation efforts.

Rear Admiral Bartz’s impressive career also includes operational assignments as a Coast Guard aviator, accumulating over 3,300 hours of helicopter flight time and participating in various search and rescue missions. He has contributed to operations in Antarctica and Alaska and responded to critical events like Hurricane Katrina and the Deepwater Horizon oil spill.

With his wealth of experience and qualifications, Rear Admiral Bartz’s appointment as Deputy CIO at DHS is expected to have a significant impact on the department’s cybersecurity and digital transformation efforts, enhancing the security of critical infrastructure and information systems. “I have seen Chris’s technical and leadership acumen firsthand, and can’t wait to see him bring his skills and experiences to continue driving transformational change in OCIO and across the entire department,” said Eric Hysen, DHS CIO.
