CIO Spotlight: Robert Ruocco, SVP and Chief Information Officer at Consortium Health Plans

In this CIO Spotlight, Robert Ruocco, SVP and CIO for Consortium Health Plans shares his journey from developer to technology executive and how his 20-year career has cultivated and confirmed his passion for technology leadership.

Walk us through your CIO path.  How did you decide to pursue a career in technology, and how did you progress to your current organization?

In college, I chose to major in Computer Science and my first role upon graduation was as a developer. I learned over time that while I was a good developer, I was a far better leader of technology teams and drafting technology strategies. With my passion for solving problems and automation of business processes, I believe there is no better place than leading technology organizations. Before my current role with Consortium Health Plans, I served as CIO, CTO, and CISO in two other healthcare organizations, totaling over 20 years in technology leadership.

Tell us about your company.  Speak to the industry, the size of the company, and the services provided to your customers. 

With fewer than 100 employees, Consortium Health plans helps Blue Cross and Blue Shield Plans tackle their unique challenges through a wide range of services, tools, and resources related to actuarial analytics, sales, and marketing strategies, consultant relations, and clinical solutions.

Consortium brings best practices and seamlessly integrates with Blue Cross and Blue Shield teams to enable National Account strategies and help BCBS grow and retain National Account business.

What are your top 3-5 (ongoing) main priorities as CIO in your organization?

Digital Transformation, including cloud and data platform redesigns, strengthening our Cyber Security program, facilitating an Organizational Model to ensure we are configured and staffed appropriately, and Implementation of Learning & Development programs to upskill our team to align and enable our transformation.

How do you decompress from your role as a technology executive? What do you do for fun?

I like to read and spend time with family. For fun, I love to travel, meet new people, and explore new cultures.

What are your top 1-3 books that you would recommend for a technology leader to have on their bookshelf/Kindle? 

The Organized Mind by Daniel J. Levitin, The Wolf in CIO’s Clothing by Tina Nunno, Outliers by Malcolm Gladwell

Can you share a specific quote that is a source of inspiration for you as a leader? 

“If you’re the smartest person in the room, you’re in the wrong room!” (it’s been attributed to everyone from Confucius to Jack Welch)
