UK Seeks Deeper Ties With Anthropic After Pentagon Rift

The UK government is stepping up efforts to bring Anthropic closer to London, using a mix of policy outreach and investment proposals.

This push follows tensions between the AI company and the US Department of Defense, creating an opening for other countries to engage more directly with the firm.

Officials in London are operating with a clear limitation because the UK lacks a domestic AI lab on par with leading US companies. Their approach focuses on bringing those firms into the country, growing their presence locally, and integrating them with the UK’s research base, workforce, and institutions.

Why It Matters: AI development sits at the center of economic competition and national security planning. Governments are taking a direct role through funding and partnerships that influence where leading labs choose to operate. Decisions made by a small group of AI companies affect defense capabilities as well as supply chains. This has made location and alignment key factors in how countries compete.

  • Pentagon Dispute Creates Opening: UK outreach to Anthropic increased after the Pentagon labeled the company a supply chain risk. The designation followed Anthropic’s decision to maintain limits on military use of its systems, which led to public criticism from US political leaders and highlighted differences between AI companies and defense agencies.
  • Expansion Plans Go Beyond Symbolism: Civil servants have drafted a set of proposals that extend beyond a symbolic presence. These include expanding Anthropic’s London office, increasing its research activity, and exploring closer institutional ties. One idea under discussion is a dual UK-US listing tied to a potential IPO, though insiders view that outcome as unlikely.
  • Coordinated Political and Civic Engagement: Engagement has been coordinated across government and city leadership. Plans are expected to be presented to CEO Dario Amodei during a UK visit scheduled for late May, which will include meetings with policymakers and customers. London’s mayor has already framed the city as a dependable base with a regulatory approach designed to support innovation without heavy constraints.
  • Public Investment and Talent Strategy: The UK is pairing company outreach with public investment and talent policy. A £40mn state-backed research lab is intended to support long-term scientific work in areas such as healthcare and transport, while initiatives like the Global Talent Taskforce aim to draw skilled workers and founders into the country.
  • London’s Growing AI Cluster: London is consolidating its role as a hub for advanced AI activity. Anthropic already employs around 200 people in the UK, including a research group, and maintains ties such as Rishi Sunak serving as an adviser. At the same time, OpenAI is expanding its London operations and Google continues to invest through DeepMind and a large King’s Cross campus, concentrating talent and infrastructure in one location.
