Pentagon Turns to OpenAI as Anthropic Dispute Continues

Moving in, moving out.

OpenAI is significantly expanding its role in U.S. defense and government operations through a new agreement to deliver its AI models via Amazon Web Services (AWS), including for classified environments. The deal builds on its recent Pentagon contract and moves the company deeper into government systems that are already widely used across federal agencies.

At the same time, Anthropic is preparing a legal challenge after being cut off from government work and labeled a “supply chain risk.”

The contrast between the two companies is becoming more pronounced.

While Anthropic contests the terms of military AI use, OpenAI is operationalizing its agreements and embedding its technology into the infrastructure that powers government decision-making.

Why It Matters: This is a real-time example of how AI companies and governments are negotiating control. OpenAI is getting access by working within existing frameworks, while Anthropic is pushing back on how its tools can be used. The outcome will shape what future AI deals look like and how much say companies have over their technology after deployment.

  • OpenAI Moves From Participant to Infrastructure Layer: By partnering with AWS, OpenAI is positioning itself within the core infrastructure that U.S. agencies already rely on. This dramatically lowers barriers to adoption, allowing its systems to be deployed across both classified and unclassified environments with fewer integration hurdles.
  • Cloud Partnerships Become a Strategic Weapon: Federal agencies already operate heavily within Amazon’s cloud ecosystem, meaning OpenAI gains immediate scalability and distribution. This suggests competition is shifting beyond model quality to how well these systems work with government infrastructure already in place.
  • Pentagon Contract Signals Trust and Expands Influence: Moving into classified defense work is a step up for OpenAI. It puts the company in more sensitive environments and, in practice, signals to both government and enterprise clients that its systems meet a higher bar for security and reliability.
  • Anthropic’s Challenge Raises Stakes, but Slows Its Momentum: While Anthropic’s legal push and industry backing could reshape procurement rules, it also creates near-term uncertainty around its eligibility for federal work. In contrast, OpenAI is actively expanding deployments, giving it a timing advantage in securing deeper institutional footholds.
  • A Clearer Split in How AI is Governed: The gap between the two companies is now straightforward. Anthropic pushed for hard limits written into the contract, while OpenAI agreed to broader terms and relies more on oversight and controls during deployment. If OpenAI’s approach holds, it’s likely to shape how similar deals are structured going forward.
