NSF’s New AI Center to Broaden Research Access

The U.S. National Science Foundation (NSF) has announced a major step toward solidifying its AI infrastructure by soliciting proposals for a National AI Research Resource Operations Center (NAIRR-OC). With up to $35 million in funding available over five years, this new center will move the NAIRR from pilot stage to a scalable, community-based national program to expand access to AI capabilities.

Launched in early 2024, the NAIRR has already supported hundreds of AI research projects across the country through a public-private partnership.

The new Operations Center aims to formalize and expand this initiative, supporting U.S. global leadership in AI while making AI infrastructure more accessible to educators and researchers nationwide.

Why It Matters: As the U.S. races to maintain its edge in artificial intelligence, scaling NAIRR into a sustainable national infrastructure could prove transformative. The development could level the playing field for researchers and institutions lacking high-end resources and support innovation in key sectors like healthcare, agriculture, and national security.

  • $35 Million Funding Commitment: The NSF has announced a solicitation offering up to $35 million over five years to establish a National AI Research Resource Operations Center (NAIRR-OC). Funding will support the development of operational frameworks, centralized tools access, and stakeholder engagement strategies.
  • From Pilot to Program: Since its launch in January 2024, the NAIRR pilot has enabled more than 490 research projects across 49 states and D.C., in areas ranging from cybersecurity to education. The Operations Center marks a shift from temporary pilot to long-term, coordinated national infrastructure.
  • Community-Based Infrastructure: The solicitation calls for a single organization to lead the Operations Center, with responsibilities that include operation and device management, along with partner institution alignment to scale research access.
  • Policy and Political Environment: Despite bipartisan support for codifying NAIRR, no authorizing legislation has been passed. However, the NSF is moving ahead using its existing appropriations. This initiative aligns with the AI Action Plans of both the Biden and Trump administrations, underscoring cross-administration commitment to AI leadership.
  • Strategic National Investment: Backed by 14 federal agencies and 28 private and nonprofit partners, NAIRR represents a coordinated, strategic effort to ensure that U.S. researchers and students have equitable access to the tools needed to advance AI innovation and workforce development.
