A coalition of more than 100 cybersecurity professionals has sent a joint letter to the Senate Armed Services Committee (SASC), urging the confirmation of Kirsten Davies as the Department of Defense’s next Chief Information Officer. The signatories, who include leaders from both the private and public sectors, emphasized Davies’ strong leadership background, proven cybersecurity expertise, and experience managing high-stakes IT challenges.

President Donald Trump nominated Davies in May 2025, but her confirmation hearing is only now scheduled. With her extensive resume spanning key roles at major corporations and public service organizations, many see her appointment as timely amid growing global cyber threats.

Why It Matters: The Department of Defense is increasingly reliant on secure, modernized IT systems as adversaries like China, Russia, Iran, and North Korea intensify cyber aggression. Davies’ confirmation could bring tested, private-sector expertise to one of the Pentagon’s most critical roles, signaling a serious commitment to fortifying the nation’s cyber defenses.

  • Broad Industry Support: More than 100 cybersecurity experts from both industry and academia co-signed a letter of endorsement addressed to senators Roger Wicker and Jack Reed, the ranking members of the Senate Armed Services Committee. The letter praises Davies for her technical expertise and leadership qualities, describing her as someone with “conviction and humility” who has consistently delivered under pressure. The signatories emphasized her ability to inspire trust, manage large teams, and build collaborative public-private initiatives, qualities they believe are urgently needed at the DoD.
  • Private and Public Sector Experience: Kirsten Davies has built an extensive résumé, having served as Chief Information Security Officer (CISO) for major corporations including Unilever and Estée Lauder, and as Managing Director and Group Chief Security Officer at Barclays Africa (now Absa). She also held senior cybersecurity strategy roles at Hewlett-Packard, Siemens, and Booz Allen Hamilton. Beyond corporate roles, Davies has also contributed to cyber policy and digital safety through nonprofit work as CEO and co-founder of the Institute for Cyber. Her career reflects an understanding of both enterprise-level defense and systemic cyber policy challenges.
  • Readiness to Tackle DoD’s Cyber Challenges: Supporters argue that Davies is uniquely equipped to address the Pentagon’s current challenges with systems modernization and cyber defense. Her leadership in founding the Institute for Cyber Civics, a nonprofit focused on cybersecurity and ethics, demonstrates a commitment to a comprehensive, values-driven cyber strategy. The letter underscores that Davies’ blend of technical acumen and civic-minded leadership makes her ideally suited to strengthen U.S. cyber defense capabilities.
  • The Stakes in a Geopolitically Charged Cyber Arena: The endorsement letter contextualizes her nomination within the larger national security environment, citing increasing cyber threats from adversarial nation-states. By appointing a cybersecurity executive with real-world, high-stakes experience, the letter argues, the U.S. sends a clear message about the importance of digital defense. Confirming Davies would also reaffirm that the DoD values private-sector veterans who are willing to serve in key national security roles.
  • Pending Confirmation as Senate Hearing Approaches: Although Davies was nominated in May, her confirmation hearing has only just been scheduled for today, months after her nomination. In the meantime, Katie Arrington, the DoD’s Chief Information Security Officer, has been serving in an acting capacity as Pentagon CIO. Advocates stress that the vacancy should not persist, especially at a time when cyber vulnerabilities are becoming increasingly frequent and sophisticated. They urge the Senate to act decisively in confirming a candidate who has both the credentials and the backing of the cybersecurity community.
