I have been in an interview process with a company for the past few months and completed the final interview on Tuesday. They had mentioned they would follow up by end of the week with a decision. It’s 5:00 on Friday and I haven’t heard from them. Is Monday too soon for me to follow up?

Nice to hear from you! Congratulations on your progress in this interview process. Regardless of whether this opportunity works out – getting to this stage is something to be celebrated!
Regarding your question – at this point, I would definitely wait until Monday and even better Tuesday before following up. (Assuming you had already sent a follow-up email after your last meeting). On one hand, you don’t want to come across as desperate, but you also do want to come across as engaged and actively pursuing the role.
I can absolutely understand the linear thinking in that they committed to following up by the end of the week and now it is the end of the week with no follow-up – what gives?
However, we all know and understand how one’s schedule can change as the week progresses. Always good to give a little grace here.
When you do reach out, make sure you are sharing something – an article, a tidbit of information, or clarification of something, or simply just a restating of your interest in the opportunity. That works much better than “hey just checking in”. But be careful at this point in the process not to make any strong opinions, or offer any new thoughts or strategic directional statements in these follow-ups unless it was a reference back to something in the interview.
