The New Formula for Building Technology Teams

For years, AI was expected to reshape software engineering by eliminating coding jobs. SignalFire’s State of Talent Report – 2026 reaches a different conclusion. Engineering remains one of the healthiest hiring functions, while many of the biggest changes are happening around it.

Technology companies are settling into a new operating model. Teams are smaller, experienced engineers carry more responsibility, management layers continue to thin, and fewer graduates are entering through traditional hiring programs.

The result is a senior-heavy engineering organization with much of the coordination layer stripped away, leaving experienced technical talent responsible for a much larger share of execution.

Why It Matters: The report suggests that AI is redefining how technology companies scale. The organizations pulling ahead are doing more than simply adopting new tools. They are changing the relationship between talent, management, and execution, creating operating models that can grow without growing proportionally in headcount.

  • Leaner Operating Models Become the New Normal: Technology companies are settling into leaner operating models. Hiring across major technology companies remains about 25% below 2019 levels, with little indication that the hiring boom of the early 2020s will return. Early-stage startups have recovered more quickly, yet they are building noticeably smaller organizations. AI is allowing companies to generate more output without rebuilding the large workforces that defined the previous growth cycle.
  • Engineering Continues to Outperform Other Functions: Engineering continues to outperform nearly every other business function. Software engineering hiring has held up far better than design, marketing, and product management, giving engineers a larger share of total hiring than before the pandemic. Hiring is concentrating around AI-focused engineering roles, while demand for front-end specialists has softened as AI tools take on more routine development work.
  • Flatter Organizations Expand Technical Ownership: Flatter organizations are giving experienced engineers greater ownership. Managers are supporting larger teams, while senior individual contributors are leading initiatives that previously required additional layers of oversight. SignalFire describes these engineers as “Super ICs,” experienced individual contributors who lead through technical execution instead of formal management.
  • Traditional Entry Points Into Tech Continue to Narrow: The path into technology careers continues to narrow. New graduate hiring has fallen sharply as companies prioritize experienced engineers who can contribute immediately. In response, many graduates are launching startups, using AI to build products and gain experience outside traditional corporate career paths. SignalFire identifies this as one of the industry’s most significant long-term talent challenges.
  • Frontier AI Labs Mature Into Full-Scale Technology Companies: Frontier AI labs are evolving into full-scale technology companies. Organizations such as OpenAI, Anthropic, Google DeepMind, xAI, Mistral, and Cohere continue to expand engineering teams while steadily building the business functions needed to support commercial growth. Their organizational structures are beginning to resemble those of established technology companies.
